Motions: set filters reset themselves

Describe the bug
If you work with several tabs, filters in motions may be reset when switching between tabs.

How to Reproduce
The reproduction is not clear. I encountered this problem during an event. I had a filtered motion list (by category) open in one tab, a motion detail view in the second and the amendment list of the open motion in the third. It happened several times that the filtering was lost when switching to the motion list. I could still briefly see how it disappeared when the tab was opened.

Assumption: It could be due to the reactivation of a tab that is in sleep mode because it has not been used. It is possible that the filtering disappears when it is reactivated.

If I find a clean reproduction, I will add it.

Expected behavior
Filtered lists should stay active, if a user switches between tabs. Important, this should not affect the possibility to use different filters on different lists.

Also I'm not sure, that this only affects the motion list with the category filter. I guess it's a general problem.

Updated reproduction/description:
Some of the filters are not saved over more than one tab/with a reload

Repro:

1. in motion list select a filter
2. Open a election-list in a new tab
3. in the new tab navigate to the motion-list
4. The Filter is not selected anymore

These filters are affected (as far as I can see):

• Category
• Motion block
• Comment
• Tags
• Motion editor
• Spokesperson

I can reproduce the problem and looked and debugged a bit. But I didn't find the reason of this failure.
