Fix topic poll dialog

Current behaviour:
If you try to create a poll in a topic it can happen that the dialog shows too little information and therefore the poll cannot be created correctly

Reproduction:

1. create a new meeting
2. navigate into the meeting > agenda
3. create a topic
4. navigate into the topic
5. start creating a poll/press "new vote"
6. the dialog is missing the boxes for "entitled to vote", min amount of votes and max amounts of votes
7. if the page is reloaded then everything is displayed correctly

Wanted behaviour:
the dialog should display all information
