History: motion numbers didn't load #2898

Description: Motions in the history didn't load the numbers until motions has been opened at least once.

Reproduction:

open a meeting
open motions, create a motion and change status until it has a number. Perform some meta data changes to genereate content for history.
open history: Clean Cache with Strg+ Shift+R. Choose motions and check, if the number appears.

What should happen:
The motion numbers should always load without opening motions first.
