Describe the bug

When does an Argo plan is removed ? At the day of writing, there are 500 deployment plan that are older than 2 months. This is problematic and I need to know how this situation is handled.
Before implementation of the request id tool it was easy to remove a plan, today, many of those plan comes from the request id, with WMO. So it become difficult to remove them.
We need to figure out the current management of WMO ID for plan and set the right procedure.

A late deployment plan notification should be send after 4 months (this is 2 month currently) for the first time and after 5 month for the second notification. After 6 months, the WMO should be removed and the program member are notify they can not use the WMO ID anymore.
