notice subtype 25

Hi Labs,
Iam testing notice type 25 and Iam constantly getting this error and cant figure out what is missing or why. Can i aks for assistance ?

The notice XML is missing information about the buyer: the element <cac:ContractingParty> should be present before <cac:TenderingTerms>.

Cool. Thats help !
sometimes its difficult to figure out what those errors mean and where. Because in notice type 25 from ContractingParty group only OPT-300-Procedure-Buyer is required (there i might have bug anyway)
So i get furhter with test. And get in to point
Information under 'Result of notice' is missing (i have none)
Now question is What exactly is missing ? (im not laywer just testing and checking results same like 99% of people). Point is there is no required field just tons of conditional fields. In this case where should i start ? This is what will ask most of users and they will hit a wall (thay want to fill just mandatory fields and thats it, wihtout required fields they are overwhelmed)
