Mandatory condition for BT-615-Lot

For the notice type 7, the following condition appears in the fields.json:

Indicates that if it is not "non-restricted-document" the field is mandatory.

For notice type 7 the field BT-14-Lot is not mandatory.

Is the condition correct? Shouldn't the value of node BT-14-Lot be considered to be null?
