Technical comments are visible in the rules

Several rules have a technical comment 'REQUESTED ALSO FOR D25 ??' displayed (see the quotation from the rules translation file):

Hi Anastassia,
Some rules are known as not being fully aligned with other requirements. Some "technical" comments have been added and may help sort them out. The rule you are referring to addresses situations like the ones for Notice Subtypes 16 and 18 but does not address the one for Notice Subtype 17 (which, according to the Regulation Annex is also CM).
These comments will be removed once the situation clarified.
