E-forms-notice-editor starting problem

Hi !
When the application starts it searches sdk packages from host midevtl01 and it gets errors like :
Could not transfer metadata eu.europa.ted.eforms:eforms-sdk/maven-metadata.xml from/to central (http://midevtl01:8080/artifactory/esop-release): midevtl01

As the first error was about eu.europa.ted.eforms:eforms-sdk:jar:0.6.0-SNAPSHOT I downloded eforms-sdk-0.6.0.jar, made a project, clean install ...
But now it searches eu.europa.ted.eforms:eforms-sdk:jar:0.7.0-SNAPSHOT ...

1. is it my workstation problem ? ( proxies, firewall .. )
2. something I missed in doc about this application ?
