Undefined superclass of OBI:0000260 (plan) - dual hierarchy

In COB OBI:0000260 (plan) is defined as a subclass of COB:0000120 (information representation). This superclass is not defined according to OBO foundry principles (it has no definition) and in general dual hierarchy should be avoided (plan is already a realizable entity that "that inheres in a bearer who is committed to realizing it as a planned process.").

This creates a problem for us on import of COB as it creates a SubClassOf axiom to an undefined class.

Suggested solution: Remove the axiom "plan SubClassOf information representation"
