Moving APPs to external storage does not work

Hi,
I try to move part of APP to external storage as internal storage is small.
What I see is an error "Not enough space" (actually, I see it in russian as "Не удалось переместить приложение. Недостаточно места."). I have:

• 849 Mb free space on my internal storage
• more than 14Gb free space on my external SD-card
• latest 20160524 CyanogenMod 12.1 from NovaSoft for S3 Mini

Got the same problem with my Samsung Evo+ 64GB.

The SD card is detected and I can browse its content but I can't move any app to it
using the settings/apps menu.
Also AppMgr III is telling me that app moving is either disabled or no sd card was installed.

Tried formatting as Fat, ExFat, Ext4.

With the previous version (20150428 stable) I don't even have the option to move drives.
The button is always greyed out.

Seeing the same issue with the latest RR build. I've tried reformatting the card but it doesn't help

I'm still seeing this issue in more recent builds. Any updates? Commit referenced looks like it might fix it but I'm not sure if its been pulled in?
