(TOB-FRAN-4) Insufficient unit test coverage

Some sections of the codebase could use more attention from additional testing.

Specifically:

• unSubDelegateMany has no associated unit tests. Unit testing this component could have prevented the discovery of (TOB-FRAN-1) unSubDelegateMany has no permissions checks #12.
• Checking getVotes for all associated addresses after functions calls to fund, subDelegate, unSubDelegate, etc.

This issue has been partially resolved here. Note that checking getVotes on addresses affected by various function calls is still unimplemented in a few places.
