CET fail to load this mod with MO2 , even CET itself load without problem.

I tried to use root builder , create bin\x64\plugins manually.
the image shown is MO2 default installation without using root builder or anything
in CET , it said failed to load the mod. Every other mod loads fine without any issues.
i have asked in Cyberpunk 2077 modding and Mod Organizer 2 discord , but no answer
