There were many Copy Action variations, but the most intuitive and straightforward would be to put it on the Action Editor header, next to the Delete and Save buttons.
If pressed, it would save the current Action and create a new Action identical to the current state, which would precede the current Action.
You could also call it "Save and New" or "Save and Copy".
