Currently, Renewable Generation uses the variable field of RenewableGenerationCost with a -1.0 multiplier to encourage production of renewable.

We now have variable field (including VOM cost) and curtailment_cost (default 0), so we should update everything to curtailment_cost have a -1.0 multiplier and variable have a 1.0 multiplier.
