Add DA Conventional monitor plots starting with the time series.

Modify plotObsMon.py to handle the yaml dictionary entry of observations like it does satellites and minimization to convert ConMon yaml templates into yaml files and generate the requested plots via eva/emcpy.

Note this requires the eva package to have PR 169 (JCSDA-internal/eva#169) installed (it's not yet in develop).
