Update RadMon

This issue is broken out of #9, which became unwieldy in size. The specific changes are to the RadMon and will add a GSI-monitor level parm file which all monitors will eventually use. The specific changes will include:

• Add a package wide configuration file that will largely replace the RadMon's configuration files. The other monitors will eventually use this too, and those changes will be made under separate issues. Specific config files will still be needed for individual monitors but will be greatly reduced in size and complexity.
• Update executable locations (all in GSI-monitor/install/bin).
• Remove all wcoss_dell/cray references and support.
• Add full support for orion.
• Use hpc-stack for all module reference.
