Horizontal Datum Bug

Describe the bug
pyQuARC flagged the Horizontal Datum Name, although one was provided. This was an issue brought up by ASDC.

(Note: I was not able to confirm the issue with this record as my token did not seem to work. However, I did insert Horizontal Datum information into the umm-c test file for pyQuARC, and still got an error)

Expected behavior
pyQuARC should not flag the Horizontal Datum Name field if the information is provided.

Update: works in umm-c test file, going to check the other test files
