Creating an umbrella issue to scope out needs and requirements for cypress tests for Apollo. @BinquanWang-USDA could you use this issue to describe what information you'd need from us? Then we can set up a meeting to brainstorm/discuss.

Created Cypress test suites for Apollo uptime tests and sanity checks. Brought all the code up to date and upgraded the Cypress Version to 13 (newest as of now).
