Multi Dialect Support for Phonological Rules

Is your feature request related to a problem? Please describe.
Something that would be very useful is to attach certain phonological rules to certain speakers similar to the .yaml used for multi-speaker dictionaries. Would be perfect for attaching to specific accents and dialects such as Spanish or English dialects to allow certain speakers to have certain rules applied and other speakers to have other rules applied.

Describe the solution you'd like
A .yaml file to encode the certain accents to specific speakers? Example:
dialects.yaml which would contain:
speaker a: rulesa.yaml
speaker b: rulesb.yaml
speaker c: rulesa.yaml

Describe alternatives you've considered
Running it on the entire database and then just aligning with specific rules but that ends up taking forever and probably has lower quality results.
