Replace kind calls with the pkg equivelent in bctl #74

bctl currently makes CLI calls to kind. This creates a dependency on the user having kind installed and a version that is supported by bctl.

Instead, the calls should be replaced with the equivalent calls to the kind project’s pkg folder. This moves us toward working as a single binary.
