What would you like to be added:

We should keep our project up to date with updated infra components (operator SDK, controller gen, kubernetes API)

Why is this needed:

To enjoy latest update and fixes of the relevant dependent packages.

Deploy default SriovNetworkNodePolicy by helm chart

The owner of SR-IOV Device Plugin daemonset is default policy
so it will be deleted both with a defaut during helm uninstall
procedure.
