MediaInfo/Support/Tags ID3v2 id3.org links are broken #502

The links on https://mediaarea.net/en/MediaInfo/Support/Tags are outdated given id3.org is dead now.

The (AFAIU de facto) page is now https://mutagen-specs.readthedocs.io/en/latest/id3/id3v2.3.0.html

The problem there is that that ID3v2.3 page doesn't have section anchors/ids (where as their IDv2.2 page does)
