Problem

The problem is that we have a variable number of input cell counts from 1s to 10s and we need the cells to bottom up for the charger to work.

reduced cell count from 10s to 8s

The Idea

The idea is that we have some kind of transistor that connects from the CELL9 to each one before and therefore you can switch every thing together.

Bidirectional switch

This will have to be at the input of every Cell# input.

Possible solution

Just using solder jumpers on board. This doesn't cost a dime and it would work like I would want it to. Just that it is not electrically controlled and therefore you would need to desolder and resolder a lot of pads if you want to change the battery cell count.
