dlc not downloading properly after downpatching

I own both dlc and it says the they are installed, but when I connect to the randomizer and startup the game it gives a fatal archipelago error saying you need to own both dlc in order to use the dlc setting and then closes the game.

I found a fix that worked for me.. Take the 4 DLC files from the base game (same location you'd put dinput8) and put them in the older version of the game. The files should be called
DLC1.bdt
DLC1.bhd
DLC2.bdt
DLC2.bhd
Once you relaunch you should see the 2 DLCs pop up in the top left of the main menu.. Worked for me, hope it works for you.
