[Heist] Bailout not working

Bailout someone else is not working, you pay the money but the person is not bailed.
More people have the same problem.

very similar issue we are experiencing, even after the fix. Images are after a heist where 'Cant Handle This' was caught.

The command registered successfully and charged the credits, but the user was still apprehended.

Possible solution is to remove the functionality that allows other players to bail someone out, and only leave it for the apprehended player to bail themselves out. Removes any confusion and mishaps, such as this one.
