The qouta used up by deploying a container should only be calculated when downloaded on a modem.

To be consistent we for this need to :

Be able to force docker to run a specified interface (ie Force docker pull to run on ethX or wlanX if availabe).
Measure interface statistics to caclulate qouta used up.
