VCC_MIC is used to supply 5V to various other things, like joystick and HDMI ports #81

If we had space, it would be nice to instead make a 5V rail that is gated with VCC_FPGA instead of VCC_MIC for these other peripherals.

HDMI output requires the 5V rail to be on, or there will be "no cable detected" reported by the monitor.
