The indicator LEDs lack a diode to the indicator button. This means that if there is voltage on one or more of the power-rails, there will always be some voltage on the INDICATOR pin. When rails with different VCC voltages are enabled, there will be a potential difference between the two, and current will be able to flow from one to the other, causing one or more of the LEDs to illuminate.

Possible Solution: Add isolating diodes to each of the indicator LEDs.
