The macos-12 runners are going away in December, and the macos-13 runners can be somewhat problematic.

Now might be a good time to review if we want to keep x86_64 pypi wheels support for macos - have folks sufficiently moved on to osx-arm64?

General support for x86_64 on MacOS-13 if it's easy, but FWIW we posed a similar question at OpenFF recently and our advisory board had no objections to dropping Intel Mac support. I also have no strong objection to dropping x86_64.
