Incorrect page highlighted in header

When directly accessing the report (/reports/1/) the "Data" link is highlighted, not the "Reports" link. However, if you navigate to the report from the homepage by clicking links, then "Reports" is correctly highlighted.

Because this is only an issue in directly-visited links and not an issue with navigated-to links, the solution is probably buried somewhere in Gatsby state.
