Can't successfully build (fully) with both -DCMAKE_BUILD_TYPE=RelWithDebInfo and -DRUN_TESTS=ON

Configuration is not passed (result is a missing argument) during cmake/Test.cmake. However, even if it was passed it is not supported by scripts/build.py.

Result is build time error in invocation of scripts/test.py
