Deserialization Error when loading a saved game; as Persia but not Denmark. The game also crashes with other civs.

8. Steps to reproduce the Issue (Optional)
Load the Persia Save.

posting what you said on discord for the record

I select my mods and make a new game as Persia or another civ
I save the game and exit
I reopen civ
I reload the saved game from the menu or from a working saved game ex. denmark on the same version with the same mods
game crashes
modded logs say "CvGame.cpp[11028]: CvGame::Read - Savefile was generated from gamecore version Release-4.17.8 Clean
CustomMods.cpp[622]: CheckSentinel - Deserialization Error"
