Feature/adjustment request: UnitPromotions_CombatModPerAdjacentUnitCombat should affect same-plot as well as adjacent #11454

UnitPromotions_CombatModPerAdjacentUnitCombat works just as it sounds for adjacent plots, but too strictly. When an eligible unitcombat stacks into the same plot (ie via embark into naval-occupied plot), the combat mod doesn't apply as it should

I don't even know if it works cross domain.

i'll do some testing, post back here... for now i can confirm the following:

domain_hover & unitcombat_helicopter unit with this setup for navalmelee and navalranged IS indeed affected when adjacent but not when in same plot -- was trying to use this to mitigate the issue we were discussing in PD's chat on disc; its really the best option IFF it can be trivially adjusted for same plot as well (zeps and naval will just debuff each other when nearby to balance out the stack attack) -- ideally i'd want it to apply only when in same plot but its a good enough compromise imo
