v 4.15.2

i have puppetted the french city of rouen, now i want to annex but the button does nothing. reloading did not help.

breakpoint in CvCity::doTask() isn't hit either. seems to be lua issue?

savegame: annexfail_0361 AD-1941.zip (needs RemoveBanLuxury)

If it's lua, Lua.log should show something.

unfortunately not - logs completely clean

but it's not specific to this one city. cannot annex other puppets either.
