As title says. Other civilizations following my religion get the same number of 'Religious Authority' additional delegates as me for being founder of said religion

8. Steps to reproduce the Issue (Optional)

Found a religion, the pass it in Congress as World religion. Then every following civ will get delegates based on your Religious Authority. It only takes effect if your religion is voted World Religion, before this everything is fine.

It's all right, and it's just it always was: everyone, who follows world religion, gains bonus delegates... C'mon.
This is only reason for them to vote for your religion in Congress.

Religious Authority comes from both reformation building and Fealty.

Well that's annoying. The one time my religion actually grew big and everybody just got to start Fealty to mooch off benefits. So, if I was to start fealty too, would I get the same Authority bonus twice, or is it useless now since I already have if from Congress?

You'll have double the vote count from that.
