would it be possible to gather award count from a large amount of users and sort those numbers into a top 20

Certainly possible.

One of the things that I've had on my mind was to start downloading user profiles whenever they're found in an encounter, which might be an easy way to bring in any users that you've played against before. You will not need to download their races to do this.

The database already has storage for awards, so that is fine. Adding more users and displaying the leaderboard is all that would need to be added.
