这个应该是没有安装mmcv这个库吧

建议参考一下这个文档MMDetection Installation

这个mot的代码位置有什么要求吗，是要跟mmdetection在同一个目录下吗？

同目录下就行了，这个主要要保证运行的库要能找到。
