There’s some solarpanal in this part can’t tracking, even has “tracking” option.

And some can’t tracking but looks like it can.

After some test, we found:

Have “tracking” option but cant tracking:

no “tracking” option but looks like it can:

To be slightly more specific, the Skylab and Spacelab solar panels have tracking enabled, and do track, but should not due to lack of tracking animation.
The Gigantor solar panel also tracks, but has no rotation animation and tracks on the wrong axis.

The Blanket A panel has a tracking animation, but the sun catching direction never changes.

The Blanket B and C panels do work correctly, but their configuration is essentially the same as the A, so the reason for A not working eludes me.
