Feature Request: Event on video downloaded

I want to have notifications and process some way video downloaded from cameras (for example send to device/chat/AI recognition/etc). I need to know when file is downloaded for any of such tasks.

A clear and concise description of what you want to happen.

Create event in HA on every downloaded file. Preferably with camera name and full file path or at least file name as event parameters.
This will allow to subscribe to these events in automation and process everything.
