Is it possible for BLISBLAS.jl to utilize AOCL-BLAS, which is a fork of BLIS? AOCL-BLAS is targeted for AMD EPYC and Ryzen CPUs.

The first step would need to be a build recipe on Yggdrasil.
I take it you've seen the BLIS FAQ on the relationship between the two:
