v0.2.12

This is the first release of precompiled build artifacts. The precompiled .zip file includes .ez archives compiled with Erlang/OTP 19, as well as .sh and .bat files that can be used to launch the language server and debugger. Hopefully this makes it easier to integrate into IDE plugins.
