Should update the local SBOL file when new metadata or other changes are made in ICE. Currently, the SBOL file uploaded is returned, which means any data added within ICE gets lost. The alternative of generating the SBOL from the ICE data results in data loss from the SBOL. A better approach is to update the local SBOL file when metadata is changed in ICE.

If the sequence is changed, then likely the SequenceAnnotations, Sequence, etc. will need to be rebuilt. A simple solution to start is when there is a change that is too complex to simply update the SBOL file, to only in this case scrap and regenerate the SBOL file.
