We believe the classification of NBR == 0 from the NBR Code List is too narrow. The DSP may send a value of 0 when there is no demand, when the impression opportunity is unrecognized, when there is no matching campaign and several other reasons not related to technical errors.
Can we please change the definition to read, "no reason given" instead of "unknown error" ?

@KenGilbergTTD NBR 0 is a catch-all reason code. NBR 1 specifically is for technical errors. Your proposal is sound though, I'm not sure whether NBR 0 should be changed, or if a separate NBR should be added for the criteria you suggested, probably something like "Targeting Mismatch". In any case though, would you mind opening an issue on the ORTB repo [1], since this repo is for AdCOM specifically.
