How to install gifski on centos7.6 using binary files

I can't use HomeBrew and Cargo to install gifski，how can I install gifski using source code？

To build from source code, Rust+Cargo is a hard requirement. It's not possible to build gifski from source code without Cargo. It's a Rust/Cargo project. You can get Cargo from https://rustup.rs.
