Request by Ronna in November 22, 2024 standup. This would aid in grant reports. I had suggested that this may already be doable with Google Analytics but if not, perhaps we could add some basic dataset -> download counter in the database?
Ronna also mentioned wanting to monitor downloads as a part of user accountability (user does not download unpublished datasets and steal their work). She originally suggested requiring an email address in order to download, but was talked out of that. We had a discussion that downloading should require a user to be logged in, which is doable and I believe is still on the table (may be worth discussing in an upcoming planning meeting). I did mention that we already have a "downloadable" flag a dataset owner can control in the dataset explorer that would do a lot of the heavy lifting.
