When sending linked mail (on society or contact page) MCE toolbar does not appear on "Body (HTML)"

In the modal window that appear when clicking on "send a new email",
I expect that the field Body (HTML) come with the MCE toolbar.
But the field is just a blank textarea.

It is still possible to write raw HTML, but ...

This will be done when the issue #110 is solved ; & the migration to jQuery 3.X should be done before...

Notice that people generally does not design their HTML for each email they send, so they can use the feature "Send a email (with a template)".
