Rename Public/Charter Selector?

Per Aaron's point on #63. I would suggest "DCPS/Charter."

We could also place this after the ES/MS/HS selector as a way of deemphasizing its importance.

Agree on both counts. Possibly mouseover over the DCPS button should popup
the spelled-out acronym, for those who may be new to town...

Ah, requirements that are somewhat peripheral to the needs of the target
audience. Point taken, though. We have a definition on hand that pops up
elsewhere.
