Add option for Shuffle Silver Rupees #135

Add locations for silver rupee collection within dungeons
Add silver rupee "items". There are 22 in total and would each need to be identifiable, not sure the current practice of five letter labels would suffice
Add access rules for when the option is enabled - must add regions within dungeons
