Summary

Set up the repository with templates, license, etc. and create a placeholder static site for the protocol.

Acceptance criteria

  • Users can choose from the following issue templates:
    • Bug
    • Feature request
    • Task
    • ADR
  • Users can reference all of the following repo docs:
    • License
    • Code of conduct
    • Contributing guide
    • README
  • This repo has a placeholder landing page that is linked from the repo summary
  • Every PR that changes the site/ sub-directory runs a series of CI checks and (once merged) redeploys the site to GitHub pages
