RELEASE version 1.0.1 and moving to LGPL-3.0

Hi everyone! This patch includes support for windows. Also, with this release, chafa.py is distributing wheels which include almost everything you need to get up and running.

Moving to LGPL-3.0

The original licensing was a little bit of a mistake. I had meant to release chafa.py under the same license as chafa, however, I must have overlooked the L in the LGPL-3.0 license when I was looking at it on github. This update remedies this and hopefully opens up more possible use cases since the license is not as restrictive. Also, it's still early days so better now than too late.
